COVID-19 DIGITAL SELF SURVEILLANCE, CONTACT TRACING, SAFETY & OCCCUPANCY ACCOUNTABILITY IN MOTORISED TRANSPORT USAGE PLATFORM

QUESTION & ANSWER

Question 1: What is COVID-19 Digital Self Surveillance, Contact Tracing, Safety & Occupancy Accountability in Motorised Transport Usage Platform?
Answer 1:

This involves self surveillance, Contact Tracing involving the people one travels with as well as those one finds in inevitable gatherings one has to visit, minding safety and the recommended numbers one has to travel with by Users in all Motorised Transport vehicles that will hit the road after the partial and complete easing of the Lockdown on all Ugandan Roads Registering themselves using messages from their own Mobile Phones, namely in; Trucks, Buses, Taxis, Private Vehicles, Water Vessels and all Motor Cycles including those that operate as Passenger Service Vehicles (PSV) commonly called Boda Bodas.

Question 2: How does the Application achieve Self Surveillance?
Answer 2:
When you register your personal particulars using the 6100 Mobile Phone Messaging formats right from that LC1 (time to create Digital Registers for LC1) you stay, as a Driver and as a Passenger within that Motorised Transport vehicle thereby picking its Registration Numbers you are keeping watch on your movements as well as indicate the public places you will have visited in the course of the day your helping yourself as well as helping others in the surveillance network to curb the spread of COVID-19
Question 3: How does the Application achieve Contact Tracing?
Answer 3:
As soon as our Platform Desk receives the details of COVID-19 positive case (s) from the COVID-19 Authorised Testing Centre, we interrogate our Database of all Ugandans who will have registered their personal details while using that/those motorised transport means and also visited public places from any part of Uganda, collated/Traced contacts of the identified COVID-19 positive case are efficiently compiled and availed immediately to the authorised tracing centres for quick and efficient action.
Question 4:

How is COVID-19 Social distancing achieved in this Application?

Answer 4:

Social Distancing means the 2 meters/6 feet as recommended by the Ministry of Health every time you go to a public place namely; a Funeral, Scientific Wedding, Local Market or Super Market. Same COVID-19 Social Distancing in Motorised Transport will refer to the biggest attainable space while in a Motorised Transport Vehicle given the fact that now the Head of State has guided that private vehicles must carry 3 persons and Public Service Vehicles must carry half the usual capacity, this must be enforced by the Driver/Conductor as we pick digital numbers in that particular Motorised Transport Vehicle from our Database.

Question 5: What is Social Distancing Accountability with regard COVID-19?
Answer 5:
It’s recommended that all Drivers of all Motorised Transport vehicles with genuine driving permits will charge themselves with enforcing Ministry of Health COVID -19 Motorised Transport Guidelines namely; every occupant must put on a mask through the journey, wash hands with soap, sanitse if possible before boarding, abide to travel with that motorised vehicle according to the recommended number, send personal particulars 6100 Mobile Phone Text Messaging Platform. Enforcement of each Motorised Transport Vehicle occupant can be verified by sampling by Traffic Police on the roadside by looking at answer back messages on individual mobile phones of the occupants namely; Drivers and Passengers of that vehicle from the platform in addition reports can be shared with the enforcement arms of the State that detail Registration number of a particular Motorised Vehicle for Prosecution in courts of Law.
Question 6: Why do you have one Telecom Provider of Airtel and not two at least?
Answer 6:
It’s Cumbersome, rigorous, very expensive from both Uganda Communications Commission (UCC) and Telecommunications Companies to start this service, and worse still the trade terms are not favourable for a small company like ours and this is where we request the intervention of Government to help out by arbitrating the trade terms for us so that we can add another Telecom Provider as well as make the trade terms favourable.
Question 7: What are your immediate efforts to make this Application known to Ugandans since it has a countrywide target?
Answer 7:
(i) We have designed an A5 four (4) page Brochure but still in draft form that includes; Ministry of Health COVID-19 guidelines, Mobile Phone Message Formats for Motorised Transport and an advertising message from any Individual/Company that is willing to sponsor our  efforts where the printing and distribution of these brochures is among the efforts.
(ii) We are also calling out for good hearted Ugandans to Volunteer as “COVID-19 Digital Self Motorised Transport District Information Volunteers” who will be trained so that they coordinate with District Task Forces on COVID-19 to increase Awareness and therefore the use of this Platform, we have put a “District Volunteer” link page on our website www.lotsbusinesslinks.com should one wish to become our part of our team.
Question 8: Any other Challenges?
Answer 8:

Challenges are a handful but few of these are;

(i) Our Desk that manages the Platform should be manned 24 hours 7 Days a week our current staffing levels of one volunteer a day is inadequate because this was initially for our Road Safety Program, which was customized to compliment the challenges of reducing the COVID-19 Motorised Transport means- we call upon Government to give us a helping hand.

(ii) We need a directive from Government to all Drivers and Passengers to send their personal particulars while using the 6100 Mobile Phone Messaging formats and send them to the Text Code 6100.

(iii) We need a directive from Government to all Passenger Service Vehicle (PSV) Drivers to put on Orange Branded Reflective Vests (BRVs) with particulars of drivers as well as hang Driver Display Boards (DDBs) in their Buses and Taxis to increase driver information availability to passengers for use so that the system captures as much information as possible.

NB: Currently, Standard Branded Reflective Vests (BRVs), Driver Display Boards (DDBs) that must be hang in their Buses (some buses use them even now but need to be customized to display what we recommend) and Taxis as well as the 6100 Mobile Phone Messaging formats can be accessed from our website www.lotsbusinesslinks.com.

Question 9:
Is there any way this application can be of help in the current seeming difficulty of Passenger Service Vehicle (PSV) Driver Registration in Kampala and the whole country to ease Public Motorised Transport?
Answer   9:
